Police call in detective Dick Barton to look into the disappearance of a scientist, Professor Mitchell, and his daughter, and the theft of a death ray invented by the professor. They have been kidnapped by Volkoff, a sinister foreign agent who plans to destroy England, and imprisons his hostages in a lighthouse at Beachy Head.
