Helicopter pilot Steve Brannigan ferries wealthy tourists to the sports lodge at Brownsville Lake. The weather appears calm, although dark clouds pose an ominous threat to the town directly beneath an earthen dam. As the helicopter approaches the lake, young Andy Cutler waves but loses his footing. As he falls, he notices water seeping through the rocks.
